Kyiv Council Approves Energy Efficiency Plan in Last-Minute Vote
Energy Efficiency Program Approved
According to Главком: On March 10, 2026, the Kyiv City Council approved an energy efficiency program with 92 votes in favor. This vote followed a failed attempt to hold an extraordinary session on March 9, which was canceled due to a lack of a quorum-only 58 of the required 61 deputies were present. The March 9 session was attended by members of the UDAR, European Solidarity, and Unity factions.
The National Security and Defense Council (NSDC) had previously approved energy resilience plans for all Ukrainian regions except Kyiv. In response, President Volodymyr Zelenskyy set a deadline of March 10 for the Kyiv City Council to submit its new plan. The Head of the Kyiv City State Administration (KCSA), Vitali Klitschko, noted that he could not sign the plan independently, as this authority rests solely with the city council.
Political Tensions Within the City Council
Following the unsuccessful session, deputies debated the approval procedure and exchanged accusations of irresponsibility. In particular, the head of the European Solidarity faction in the Kyiv Council, Volodymyr Prokopiv, expressed dissatisfaction, blaming other factions for negligence. In response, the head of the Servant of the People faction, Andriy Vitrenko, explained the reasons for the deputies' absence on March 9. He stated:
“We and other deputies did not wish to participate in a farce in the name of Petro Oleksiyovych Poroshenko, who brought his entire faction and spoke for 20 minutes. Why should we take part in this? If the meeting is postponed until tomorrow, then we will formulate our position accordingly. We have our own additions and comments on this plan.” - Andriy Vitrenko
