According to ХВИЛЯ: Residents of Kyiv have discovered that the municipal heating provider, Kyivteploenergo, did not include any charges for heating in their January 2026 utility bills. Instead of the usual figures, the 'heating' column was left blank or marked with zeros, accompanied by a note stating the calculation would be included in the February payment. This unusual omission has sparked significant concern and confusion among consumers.

Oleh Popenko, Head of the Union of Consumers of Utility Services, voiced his apprehension about potential manipulation during an interview with Lviv Media. He pointed out that the heating column for January 2026 shows no charges whatsoever. Popenko emphasized that the complete absence of current heating charges raises serious questions about the possibility of billing irregularities.

'There are no heating charges at all, not for a single day. And it's written that the January charges will be included in February. This makes me wonder: could there be some kind of manipulation here? When things settle down, will Kyivteploenergo just charge the full amount for two months all at once?' Oleh Popenko

Consumer Apprehensions

These concerns are amplified by the context of January 2026, which was marked by widespread power outages and cold apartments. Popenko expressed fear that in February, when temperatures typically rise, the company might add substantial charges for the remaining heat from January. This could result in a sudden and burdensome financial hit for consumers.

'It will be warmer in February, and they'll just add another 30-40% from January and that's it. It looked good on paper, as if no one received a bill for January when there were mass outages, but in February we'll pile it on you.' Oleh Popenko

Consequently, the heating billing situation for January has caused considerable unease among Kyiv residents, who are awaiting a clear explanation from Kyivteploenergo. This situation is particularly sensitive in Ukraine, where utility costs are a major household expense.

If the company does proceed to charge for two months simultaneously, it could place a severe financial strain on consumers, especially after a difficult January compounded by electricity disruptions. It is crucial for Kyivteploenergo to provide transparent clarification to avoid adding further stress to a population already facing winter-related financial pressures.
