Sharp Drop in International Students Studying in Ukraine

According to Главком: Ukraine's education system is grappling with a dramatic decline in foreign student numbers. According to Nataliia Naumenko, Head of the State Migration Service, the COVID-19 pandemic and the onset of the full-scale war are the primary causes. Currently, only about 7,000 international students are enrolled in Ukrainian institutions-a figure that represents less than 10% of pre-war levels.

The top countries of origin for these students include:

  • Iran
  • Israel
  • Uzbekistan

All incoming students receive type D visas for their studies. This steep reduction in foreign enrollments has become a serious challenge for the country's higher education sector.

'Today, we are keen to have foreigners who complete their studies in Ukraine also find employment here. State policy is therefore designed to give them time and opportunities after graduation to establish themselves in the Ukrainian labor market. These students have spent five years studying here, understand the local environment, and are competitive in our job market.' Nataliia Naumenko

Naumenko also described the recent anti-migrant hype as a deliberate Russian campaign aimed at shaping perceptions of foreigners in Ukraine. The situation surrounding international students is a critical topic, as it directly impacts both the educational and economic spheres of the country.
