According to the mission's data, at least 214 civilians were killed in September alone, and another 916 were injured. Moreover, 69% of the victims are from frontline areas, particularly Donetsk and Kherson regions. The UN also recorded an increase in attacks on Ukraine's energy infrastructure in September, which continued into October.
In the first nine months of 2025, the number of victims among the civilian population in Ukraine increased by 31% compared to the same period last year. This was reported by the Commissioner of the Verkhovna Rada for Human Rights Dmytro Lubinets, referring to the report of the UN Human Rights Monitoring Mission in Ukraine, as reported by 'Glavkom'.
According to the Commissioner of the Verkhovna Rada for Human Rights, the number of victims among the civilian population in Ukraine continues to rise, indicating an escalation of the conflict in the eastern part of the country and a threat to citizen safety.
