Kyiv's 54 'Invincibility Points': How the Ministry of Internal Affairs Provides Critical Support
Organizing Kyiv's Support Hubs
According to ДСНС: Ukrainian Interior Minister Ihor Klymenko has detailed the capital's network of 'Invincibility Points,' which provide warmth and essential services. In Kyiv, 54 units of the Ministry of Internal Affairs system, including district police departments and fire stations, are serving as these hubs. To bring aid closer to residents, the State Emergency Service of Ukraine (SES) is deploying mobile units in residential courtyards. Their locations are determined by analyzing calls to the 112 emergency line, which now accepts reports about disruptions to electricity, heating, and water supply.
Specialized Locations and Business Support
Specialized locations with beds are available, notably in the Troieshchyna district, for individuals requiring pre-medical aid or those with specific medical needs. All facilities managed by the Ministry of Internal Affairs system are equipped with generators, fuel, and stable communication links, ensuring they remain operational during utility outages.
'When the 112 line began receiving calls about homes lacking power, heat, and water, we saw where to position these points closer to people. By analyzing the data, inflatable tents started appearing in the courtyards of high-rise buildings facing the most severe situations-to be nearer to those who need help.' Ihor Klymenko
Businesses also have the opportunity to participate by offering spaces where citizens can warm up, charge devices, and access free water and hot drinks. These 'Invincibility Points' are a crucial response to Russia's targeted attacks on Ukraine's energy infrastructure, which have caused widespread blackouts. The initiative strengthens community resilience by ensuring vulnerable populations have access to basic necessities during the winter. Engaging the private sector creates additional resources to support citizens, fostering social cohesion and a collective capacity to overcome crisis situations.
