When will the minimum wage in Ukraine exceed 10,000 UAH: plans of the Cabinet
The Cabinet of Ministers has released a forecast for the phased increase of the minimum wage in the coming years. According to the Budget Declaration, the mark of 10 thousand hryvnias minimum wage may first exceed in 2028, however the final amounts will be determined each year by the State Budget law. This is reported by Judicial and Legal Newspaper.
When will the minimum wage in Ukraine exceed 10,000 hryvnias
In the Budget Declaration, the government has defined the approximate indicators for the growth of the minimum wage in the coming years.
According to the Cabinet's forecast:

In 2027, the minimum wage will be 9,546 UAH;

In 2028, it will be 10,377 UAH;

In 2029, it will be 11,114 UAH.
Thus, according to government calculations, the minimum wage will first exceed 10 thousand hryvnias in 2028.
Why the Cabinet's forecast may change
The government emphasizes that the Budget Declaration only sets approximate indicators. The final minimum wage amount will be approved by a separate law on the State Budget every year.
Further increases in the social standard will depend on the pace of economic recovery, the state of public finances, the security situation, and the volume of international financial support.
At the same time, even after the projected increase, the minimum wage will remain significantly lower than the average. According to government estimates, next year the average salary in Ukraine may exceed 35 thousand hryvnias, so the gap between average and minimum incomes will persist.
It is worth noting that currently, the minimum wage in Ukraine is 8,000 hryvnias. Its level was fixed in the spring of 2024 due to a significant state budget deficit.
Additionally, the NBU has predicted the level of salary increases for Ukrainians for 2026.
