Ex-Kindergarten Head Suspected of Embezzling Over Half a Million Hryvnias via Ghost Employees

Misuse of fictitious employees in kindergarten
Колишній керівник дитячого садка підозрюється у шахрайстві з використанням фіктивних працівників на суму понад півмільйона гривень.

Suspicion of Embezzling State Funds

According to Главком: A former director of a kindergarten in the village of Ivankiv, Kyiv region, has been formally notified of suspicion for embezzling state funds and official document forgery. The official is accused of orchestrating a scheme to fictitiously employ two acquaintances as teaching assistants, a scheme that operated for over two years. This case highlights ongoing challenges in public fund oversight within Ukraine's education system.

According to the investigation, the individuals who were fictitiously employed did not report for work but received salaries, bonuses, and allowances. To conceal the fraud, the director systematically entered false data into timesheets and accounting documents. Furthermore, on her instruction, state funds were also paid to herself and three other employees who were actually abroad and not performing their duties.

Damages and Investigation

The total damages inflicted on the state exceed 539,000 hryvnias. A pre-trial investigation is currently underway, with law enforcement working to identify other potentially complicit individuals. Significant attention is also being paid to the possibility of recovering the losses.

This incident underscores persistent issues with corruption and budgetary management in Ukraine. Schemes involving ghost employees and the embezzlement of public funds threaten the operation of vital social institutions like kindergartens. The investigation aims not only to punish the guilty but also to uncover potential systemic flaws and prevent similar schemes in the future.

The issue of public fund mismanagement is not isolated, as seen in another recent case involving a Kyiv official accused of fraud in a topsoil procurement scheme. This highlights a broader pattern of corruption affecting various sectors, including education.
