According to ХВИЛЯ: The leaders of the 27 European Union member states have convened in Brussels for a two-day summit, with granting Ukraine an associate status within the bloc emerging as a central topic. This proposal is being championed by German Chancellor Friedrich Merz. However, Kyiv has rejected the format, and President Volodymyr Zelenskyy has criticized it as unacceptable.
According to two diplomats, the leaders may begin discussing Merz’s proposal during the European Council meeting. Another source suggests that the conversation might be postponed until the EU summit in October, which is dedicated to the bloc’s enlargement. Associate membership implies an accelerated, temporary integration framework with limited rights, including no voting power.

Also on the summit’s agenda are military support for Ukraine and peace efforts. Diplomats anticipate that Zelenskyy will push for full EU membership. Deputy Prime Minister Taras Kachka expressed hope that all negotiation clusters would be opened soon after ministers formally launch accession talks with Ukraine and Moldova.
