Ukraine’s New Plan to Combat Gambling Addiction
According to Главком: Ukraine’s Ministry of Digital Transformation has officially classified gambling addiction as a serious threat to national security, unveiling a comprehensive strategy to tackle the crisis. The initiative will involve over 40 government bodies, including the Ministry of Education and Science, the Ministry of Health, and the Ministry of Social Policy. A key development includes a proposal from the Association of Ukrainian Gambling Business Operators to establish a mechanism for blocking military personnel who suffer from gambling addiction.
According to Yaroslav Zheleznyak, deputy head of the parliamentary committee on taxes and finance, Ukrainians spent 158 billion UAH on funding their gaming accounts in 2024. On average, between January and November 2024, this amounted to roughly 12.7 billion UAH per month. These figures highlight a severe problem that demands urgent action.

“The new policy establishes a full support cycle: from raising public awareness about risks and how to get help-to treatment, rehabilitation, and reintegration of people with gambling addiction back into normal life,”
