According to glavcom.ua: Organization of mobilization processes and recruitment of military personnel, including foreigners; Introduction of financial incentives for mobilized persons and their families; Support for the construction of fortifications in the temporarily occupied territories of Ukraine at the expense of Moscow's resources; Assistance in the development of the defense industry of the Russian Federation, including the production of S-400 air defense systems and unmanned systems.

The Office of the Prosecutor General of Ukraine reported that the mayor of Moscow, Sergei Sobyanin, has been charged with aiding the aggressive war against Ukraine. According to the investigation, since the beginning of the full-scale invasion of the Russian Federation, the mayor of Moscow has knowingly provided Russian troops with human and material resources to continue the aggression.

Prosecutors from the Office of the Prosecutor General reported that Sobyanin's actions are a conscious contribution to the implementation of Russia's criminal policy regarding the annexation of Ukrainian territories.
