Ukraine's Finance Ministry Expands List of Vehicles Subject to a 25,000 Hryvnia Annual Tax
Revised Vehicle List for 2026 Transport Tax Unveiled
According to ХВИЛЯ: The Ukrainian Ministry of Economy has released an updated roster of vehicles subject to an annual transport tax in 2026. This tax, set at 25,000 hryvnias, applies to cars under five years old with a market value exceeding 3.24 million hryvnias. The new list incorporates several additional models, including electric vehicles and SUVs. This policy targets high-value vehicles, a category that has seen growing sales in recent years.
Specifics of the Updated Regulations
The cost threshold for the 2026 tax year is 3,242,625 hryvnias, which equates to 375 times the national minimum wage. The registry now includes cars from over 20 premium brands. Notable new additions to the list are:
- Tesla Model S Plaid
- Tesla Model X LR
- Tesla Roadster
- Toyota Sequoia
- Toyota Tundra
- Volvo XC90
Private individuals have a 60-day window to pay the tax after receiving official notification. Legal entities are required to make quarterly advance payments by the 30th day of the month following the reporting quarter. It is important to note that the vehicle list may be further expanded later this year.
The expansion of the vehicle tax list reflects the government's focus on increasingly popular electric and premium cars within the Ukrainian market.
This measure is expected to stimulate demand for newer models and support the development of eco-friendly transport, as electric vehicles have a reduced environmental impact. Such steps are also anticipated to boost state budget revenues from the transport tax.
