Ukraine’s Culture Ministry Unveils Updated Criteria for Designating Critical Enterprises
Revised Standards for Identifying Vital Cultural and Media Institutions
According to Главком: On June 30, 2026, Ukraine’s Ministry of Culture issued Order No. 711, introducing new benchmarks for recognizing enterprises, institutions, and organizations as critical to the national economy in the cultural and information sectors. These updates aim to sharpen the focus on entities that bolster national resilience and identity. To qualify, organizations must now meet specific requirements, including thresholds for film screenings, project execution, and content production.
Criteria for the Cultural and Information Sectors
In the cultural sphere, institutions with national status under the Ministry of Culture or the State Film Agency of Ukraine are eligible for critical designation. This includes bodies that manage and preserve the state portion of Ukraine’s Museum Fund or safeguard national library collections. For cinema-related entities, a key requirement is hosting at least 500 film screenings across a minimum of 10 regions, with no less than 20% offered free of charge to military personnel, veterans, and internally displaced persons. Additionally, these institutions must:
- Produce national films using state funding,
- Develop innovative technologies for film production,
- Create accessible subtitles and audio descriptions for people with disabilities.
For the information sector, Ukrainian publishers listed in the state registry can attain critical status, with national recognition being a primary criterion. Other conditions include monthly production of patriotic audiovisual content for television channels or participation in the “United News” telemarathon. Institutions must also engage in parliamentary broadcasting, foreign-language broadcasting, or public service media, and facilitate the operations of foreign media in Ukraine under agreements with accredited staff. Additional criteria cover:
- Producing official print publications for the President, Parliament, Cabinet of Ministers, Constitutional Court, and Supreme Court,
- Operating as an audiovisual service provider where at least 50% of content is of Ukrainian origin.
Furthermore, the Cabinet of Ministers has revised the rules for granting mobilization deferments to employees of these critical enterprises. On June 24, 2026, the Ministry of Economy, together with the Ministry of Environment and Agriculture, approved these updated criteria, underscoring the strategic importance of culture and information for the national economy.
