Ministry of Defense strengthens requirements for defense contract executors with debts

New requirements of the Ministry of Defense of Ukraine

According to Главком: The Ministry of Defense of Ukraine has strengthened the requirements for defense contract executors who have debts in enforcement proceedings. New criteria have been introduced for such enterprises, aimed at ensuring greater reliability and effectiveness in the implementation of defense orders under martial law.

According to the new requirements, defense contract executors must:

• be in the process of fulfilling a state contract;
• be included in the electronic register of participants;
• have a volume of production of goods, execution of works, and provision of services for defense purposes that exceeds 50% of the total production volume for the last reporting period.

This will strengthen the control over enterprises involved in the implementation of defense orders.

As of today, the list of defense contract executors who are debtors consists of 51 enterprises. It is important to note that enforcement actions against such indebted enterprises are suspended during martial law. The Cabinet of Ministers has also approved amendments to the procedure for defense procurement during this period, reflecting the government's desire to optimize processes and improve the efficiency of state expenditures in the field of defense.

Thus, the new requirements of the Ministry of Defense of Ukraine are aimed at strengthening the defense procurement system, ensuring the reliability and timeliness of contract fulfillment under critical conditions.

The introduced changes are an important step towards improving the management of defense resources in Ukraine, especially in wartime conditions. Establishing stricter criteria for defense contract participants may significantly increase the level of responsibility of enterprises and prevent delays in order fulfillment. This, in turn, will affect the overall effectiveness of the country's defense system, which is critically important under the current circumstances.
