EIB Allocates 130 Million Euros for the Restoration of Ukraine: What the Funds Will Be Used For
According to Міністерство інфраструктури: The Ministry of Development held a meeting with a delegation from the European Investment Bank (EIB) led by Lionel Rapa. Also present at the meeting were First Deputy Minister Aliona Shkrum and Deputy Ministers Maryna Denysiuk and Yevhen Dubohryz.
The main objective of the meeting was to clarify the status of key projects for reconstruction and discuss further steps in cooperation in 2026. Projects in the fields of transport, housing construction, and municipal infrastructure and services were discussed.
Financing and Cooperation
In 2025, the EIB agreed to finance development ministry projects for about 130 million euros. These funds are aimed at improving public transport, energy efficiency of buildings, and restoring municipal facilities. The EIB has been operating in Ukraine since 2007, with a total project volume currently amounting to 2.6 billion euros.
The Ministry called for faster implementation of new financing mechanisms from the European Commission. It was also emphasized that it is important to remain within macro-financial tranches. This will help accelerate bureaucratic procedures and begin work on projects faster.
The Ministry expressed concern over the need for better utilization of specialists in the development field. Their assistance is extremely important in areas such as the restoration of transport networks and water supply systems. The parties agreed to hold regular meetings with these expert groups for more effective coordination.
Rehabilitation of Frontline Areas
Participants agreed to focus on the restoration of frontline areas and discussed the specifics of implementing projects in these regions, including the need for flexible financing.
As a result of the meeting, financing for key projects of the Ministry of Development from the European Investment Bank was agreed upon, the involvement of development specialists was discussed, and priorities for the rehabilitation of frontline areas were identified.
