Russia-Ukraine Peace Negotiations at a Pivotal Juncture

According to ХВИЛЯ: Peace talks between Russia and Ukraine are approaching a critical phase, with a new round of meetings scheduled for March 4-5. This stage will be crucial in determining the future course of the conflict, as both sides have laid out specific demands and proposals. The negotiations are taking place against the backdrop of a protracted war that has had profound global consequences. So far this year, negotiating teams from the US, Ukraine, and Russia have met twice in Abu Dhabi and Geneva, but attempts to reach an agreement have been unsuccessful.

The Stakes and Positions of Each Side

Russia has issued an ultimatum, demanding territorial concessions from Ukraine and threatening to walk away from talks otherwise. Specifically, Russia insists that Ukraine withdraw its armed forces from the part of Donetsk region it currently controls. In return, Russia is prepared to withdraw its troops from the territories of Sumy, Kharkiv, and Dnipropetrovsk regions. Notably, Russia has dropped its demand to limit the size of the Ukrainian army and has agreed to American monitoring of any ceasefire. Furthermore, Russia is not insisting on expanding the occupied zone in Kherson and Zaporizhzhia regions and rules out the presence of any foreign military forces on Ukrainian territory.

The role of the United States in these negotiations is significant. American envoy Steve Witkoff reportedly promised the Russian side that the US would push Ukraine to give up the entire Donbas, though the White House has declined to comment on this information. The outcomes of the Alaska summit were more modest than expected, as the parties failed to reach an agreement. Former President Trump, for his part, abandoned his prior demand that Putin agree to an immediate ceasefire as a precondition for starting talks.

Beyond territorial issues, the status of the Zaporizhzhia Nuclear Power Plant, seized by Russia at the start of the invasion, is also under discussion. Moscow proposes a three-way split of the plant's power generation between Russia, the US, and Ukraine, while Kyiv insists on a 50-50 formula with the American side. The US has also suggested creating a special free economic zone in the disputed territories.

Experts note the situation is currently extremely tense. As noted by Thomas Graham, a former senior director for Russia on the US National Security Council:

“We are at a breaking point. Either there is a deal-or we are left without a deal and without serious negotiations for a considerable period of time.” - Thomas Graham
