Ukrainian state budget 2026 allocates UAH 56.8 billion for people with disabilities: where the funds will go

On December 3, Ukraine, along with the world, celebrates International Day of Persons with Disabilities. This is a reminder of the importance of creating equal opportunities, access to quality services, and support for every individual who requires special attention from the state.

The state budget for 2026 allocates UAH 56.8 billion (+11.6% compared to 2025) for measures to support persons with disabilities. The implementation of these measures will be ensured by the Ministry of Social Policy, the Ministry of Veterans Affairs, the Ministry of Health, the Ministry of Education, and the Ministry of Youth and Sports.

• UAH 41.1 billion — support for persons with disabilities: assistive rehabilitation devices, prosthetics, social services, and various types of assistance. From this amount, UAH 1.1 billion is directed to the State Fund for Social Protection of Persons with Disabilities, which will accumulate fines for non-compliance with employment quotas and use them to create employment conditions for persons with disabilities.
• UAH 7.5 billion — support for veterans who became disabled as a result of war: compensation for housing, support for veteran sports, care, rehabilitation, and psychological programs.

Funding in other sectors

UAH 6.4 billion — medical support: the purchase of medicines, endoprostheses, and devices for hearing aids.

UAH 1.3 billion — development of sports for persons with disabilities, including the participation of Ukrainian athletes in the Winter Paralympic Games, their training, and sports rehabilitation.

UAH 450 million — support for persons with special educational needs.
