Interregional bus routes to be transferred online: what will change

The Ministry of Community and Territorial Development is implementing a digital permit issuance system for bus routes. This concerns interregional routes.

According to the Ministry of Development, for such routes, instead of issuing a paper permit, the carrier will receive an electronic one. They will be able to download it in the online cabinet of the Unified Complex of Information Systems of Ukrtransbezpeka. The digital permit will be available after a competition where the carrier was selected to service the route.

Advantages of digitizing permits for carriers and regulatory authorities

It is important that the carrier will be able to make changes and perform all other operations with the permit also through the online cabinet.

Digitization of permits and related processes will primarily minimize the bureaucratic burden on business and the state. In addition, it concerns the transparency and openness of procedures, as the electronic permit prevents subjective influence on the decision-making regarding the issuance of the permit. Digitizing the procedure will also reduce the time for processing permit applications, as most of the information will be checked automatically.

It is important that the unified permit form will prevent manipulations and abuses during the execution of routes, as well as give regulatory bodies the opportunity to easily verify their authenticity. The main thing is that the permit, as before, will indicate the transport on which this route is executed. Accordingly, such a system will allow for more effective control of compliance with the requirements for the technical condition of transport and whether the transport that should be executing the route is actually doing so.

'Thus, electronic permits in the first stage will only apply to those routes for which a new competition will be held through the online cabinet in the Unified Complex of Information Systems of Ukrtransbezpeka. For already operating routes, carriers will later have the opportunity to obtain an electronic permit,' the Ministry of Development explained.

The Ministry of Community and Territorial Development is preparing to implement a digital system for issuing permits for bus routes, which will simplify the permit acquisition process for carriers and ensure greater transparency and efficiency in controlling compliance with transportation requirements.
