Ukraine Overhauls Military Mobilization Deferral System
According to ХВИЛЯ: The Ukrainian Ministry of Defense has announced a major update to its mobilization deferral system, which now automatically extends deferrals in 90% of cases. As of February 3, the ministry has expanded the list of categories eligible for automatic renewal, allowing citizens to bypass unnecessary bureaucratic procedures. This update means automatic extensions now apply to deferrals originally processed through the 'Reserve+' mobile application and Administrative Service Centers (ASCs).
Under the new rules, most citizens no longer need to make in-person visits to Territorial Recruitment and Social Support Centers (TRSCs). This decision aims to reduce queues and paperwork, which the Ministry of Defense states will allow TRSC staff to focus on core mobilization tasks. Consequently, 90% of existing deferrals are now extended without requiring applications, certificates, waiting in line, or any additional action from the individual.
Categories Eligible for Automatic Extension
The automatic renewal applies to the following categories:
- Parents raising a severely ill child without a disability status;
- Guardians of incapacitated individuals;
- Citizens caring for a severely ill family member;
- Persons whose spouse has a Group III disability;
- Caregivers for second- or third-degree relatives with a disability;
- Single parents with a child under 18;
- School teachers.
If an automatic extension does not occur, individuals should contact only an Administrative Service Center (ASC). Users of the 'Reserve+' app have also begun receiving push notifications about their extension results, simplifying access to this critical information. These reforms are part of broader efforts to streamline military administration during wartime, reducing strain on both citizens and the state. The changes are designed to simplify the process for eligible citizens and reduce the administrative burden on state bodies, particularly the recruitment centers, which may improve the overall efficiency of Ukraine's mobilization process. The innovations could also foster greater public trust in government services by cutting red tape and improving service delivery.
