Five Ukrainian Communities Get Green Light for Billion-Grivna Municipal Housing Projects
Building a Municipal Rental Housing System
According to Міністерство інфраструктури: Financial models for municipal rental housing proposals have been submitted to Ukraine's Ministry of Finance for review. Out of 25 communities that entered the selection process, only five advanced to the next round: Lviv, Zhytomyr, Mykolaiv, Kremenchuk, and Kropyvnytskyi. Combined project costs range from roughly 680 million to nearly 5 billion hryvnias. This initiative is part of a broader effort to address Ukraine's housing crisis, which has been worsened by the war and internal displacement.
The proposals cover everything from individual buildings to entire residential neighborhoods with integrated commercial spaces. According to Nataliia Kozlovska, these are not temporary fixes but a long-term system designed to deliver affordable housing to those who need it most-internally displaced persons, veterans, and skilled professionals that communities want to retain. The selection of these five communities reflects a targeted push to house the most vulnerable populations.
