Corruption Scheme Uncovered Within Ukraine's Border Guard Service

According to НАБУ: Ukraine's National Anti-Corruption Bureau (NABU) and the Specialized Anti-Corruption Prosecutor's Office (SAPO) have exposed a bribery scheme involving former and current senior officials of the State Border Guard Service. These officials facilitated the illegal crossing of the border for illicit payments. In 2023, they organized the smuggling of cigarettes into the European Union using vehicles with diplomatic license plates and passengers carrying diplomatic passports. This case highlights the ongoing challenges Ukraine faces in reforming its institutions, even as it fights a war for its survival.

Suspects and Their Alleged Crimes

The suspects include:

• A former head of the State Border Guard Service, a general,
• The head of a border crossing point department,
• A former official of the service.

Their actions are classified under Part 4 of Article 27 and Part 4 of Article 368 of Ukraine's Criminal Code. Between July and November 2023, the border guards received at least 204,000 euros in illegal benefits. This sum was collected by allowing 68 vehicles to pass without inspection, with a payment of 3,000 euros charged for each vehicle.

To conceal their activities, the suspects used vehicles registered in the Czech Republic and Austria, fitted with special license plates designed to resemble diplomatic ones. The passengers in these cars were holders of diplomatic passports-family members of Ukrainian diplomats stationed in Europe. Their presence allowed the vehicles to avoid inspection by EU border and customs authorities. The scale of the bribes and the methods used point to a well-organized and systemic corruption scheme operating within the Border Guard Service.

This case underscores the deep-seated issues of corruption within Ukraine, particularly in state bodies tasked with ensuring security and the rule of law. Exposing this scheme could be a significant step in the fight against corruption, as it reveals not just isolated incidents but systemic flaws in the work of government agencies. The law enforcement response to these events may have serious implications for future anti-corruption policy in the country and for restoring public trust in state institutions.
