Corruption Scheme Uncovered in Energy Sector

According to ХВИЛЯ: Ukraine's National Anti-Corruption Bureau (NABU) and the Specialized Anti-Corruption Prosecutor's Office (SAPO) have exposed a scheme to embezzle funds from the state-owned enterprise 'Guaranteed Buyer'. The fraud involved submitting fictitious data about electricity production under the 'green' tariff program. Investigators determined that the suspects caused losses totaling 141.3 million hryvnias (approximately $3.8 million).

Nine individuals have been notified of suspicion, with a key figure being Rostyslav Shurma, a former deputy head of the Office of the President of Ukraine. The investigation established that in 2019-2020, the suspects constructed solar power plants in the Vasylivka district of Zaporizhzhia region. Following the full-scale invasion, these facilities ended up in temporarily occupied territory, yet payments for their alleged 'green' energy output continued. This case highlights the vulnerabilities in oversight that can be exploited during wartime.

Investigation's Impact on Energy Policy

The probe was initiated after journalists from Bihus.Info published materials drawing attention to potential abuses in the green energy sector. The uncovered embezzlement scheme underscores serious problems in controlling the use of state funds in this industry.
