Substantial Increase in Ukrainian MPs' Monthly Allowances

According to Главком: Starting in 2026, Ukrainian Members of Parliament (MPs) began receiving a monthly allowance for their official duties that is three times larger than before, now amounting to approximately 199,600 hryvnias. This significant increase coincides with numerous MPs declaring large compensation payments for unused vacation days. These developments occur as Ukraine continues to navigate a challenging economic and security environment.

Serhiy Vlasenko, an MP from the 'Batkivshchyna' party, defended the allowance hike, stating it covers operational expenses not directly reimbursed by the state. He listed these costs as including:

  • paper supplies
  • office materials
  • rental of premises
  • operation of local constituency offices
  • other expenses related to parliamentary work

Vlasenko argued that rising prices justified the increase, which was approved by a parliamentary vote. He also countered what he called a misconception that MPs enjoy the highest salaries and best conditions, claiming this is not accurate.

Payouts for Unused Vacation Time

In January and February 2026, dozens of MPs filed declarations with the National Agency on Corruption Prevention (NAZK) regarding compensation for unused annual leave. Notably, Yuriy Kisel, an MP from the 'Servant of the People' faction and head of the parliamentary committee on transport and infrastructure, declared a payment of 403,900 hryvnias for this purpose in February 2026. Kisel is also a subject of proceedings by the National Anti-Corruption Bureau of Ukraine (NABU).

The NAZK has clarified that these operational expense reimbursements for MPs are not classified as income and are therefore not subject to mandatory public declaration. This policy has raised further questions about the transparency of funding for parliamentary activities.

The tripling of allowances and the substantial vacation payouts have sparked public debate over the transparency and appropriateness of such expenditures. Given the significant economic pressures facing the nation, the financing of lawmakers' activities is a particularly sensitive issue. The scale of these compensation payments also highlights a perceived need to review the reporting and declaration system to bolster public trust in state institutions.
