This initiative specifically targets financial crimes like money laundering, fraud, and narcotics trafficking. The modernization effort, driven by the Ministries of Finance, Interior, and Justice, will focus on upgrading the Customs Service and the Federal Criminal Police Office (BKA).

The planned expansion includes boosting technical capabilities, legal powers, and personnel numbers for both the BKA and Customs. According to BKA data, organized crime remains one of the most significant threats to Germany's domestic security, having caused an estimated €2.64 billion in damages in 2024 alone. The government aims to accelerate the seizure of suspicious assets, which often include:
