Power Producers Face Financial Risk from New Ukrainian Grid Rules

According to Главком: The Ukrainian Wind Energy Association (UWEA) is raising the alarm over potential financial losses for electricity generators due to the implementation of a new 'redispatch' mechanism. According to UWEA Board Chairman Andrii Kononenkov, this mechanism allows for urgent changes to power generation schedules based on grid conditions, but it currently lacks a compensation scheme for affected producers. This move is part of broader reforms to modernize Ukraine's power grid, which has faced significant strain since the full-scale invasion.

Under the new rules, the grid operator can order power plants to reduce or halt generation to relieve congestion and stabilize the network. However, the association warns that the financial burden for these forced limitations falls entirely on the specific power plant that is shut down. This applies not only to wind farms but to any energy facility subject to such curtailment.

The European Business Association has already appealed to Yurii Vlasenko, head of Ukraine's energy regulator (NEURC), regarding the initiative proposed by the grid operator NPC Ukrenergo. Andrii Kononenkov emphasizes that a solution must be found where the financial responsibility is not borne by the first facility to be limited, but is instead shared across the entire market.

With the new system in place, Ukrainian power producers now face the threat of significant financial losses, making the urgent resolution of this cost-sharing issue critical for the sector's stability.

While the introduction of modern grid management mechanisms is a necessary step for ensuring Ukraine's network stability, implementing them without a proper financial framework could lead to severe losses for generators.

In this context, it is vital for regulators to balance the interests of all market participants and ensure a fair distribution of costs. This is crucial to avoid discouraging further investment in Ukraine's wind energy sector and other vital power projects during the country's reconstruction.
