Ukraine Launches New Fund to Manage International Humanitarian Aid
Introducing the 'Humanitarian Response and Resilience Account'
According to Міністерство соц. політики: A new mechanism for channeling international aid, called the 'Humanitarian Response and Resilience Account,' was presented at the 6th meeting of the 'Social Protection' Sectoral Working Group. The meeting was organized by the Ministry of Social Policy in cooperation with the British Embassy Kyiv and UNICEF Ukraine. This tool is designed to direct international assistance through state mechanisms, enabling rapid scaling of support during crises and improving the targeting of aid to those in need.
The 'Humanitarian Response and Resilience Account' will allow for the pre-reservation of funds for emergency aid. A primary goal of this new instrument is to finance community-level social resilience infrastructure, specifically Resilience Centers and temporary accommodation for internally displaced persons (IDPs). This initiative comes as Ukraine continues to face immense humanitarian challenges following the full-scale invasion.
Objectives and Expected Outcomes
Denys Uliutin, a representative of the Ministry of Social Policy, stated:
'The Account allows partners to direct targeted funding directly through the state system – with clearly defined goals, target groups, and geography. We are already piloting this tool with UNICEF to support vulnerable categories of children and see it as a key mechanism for assistance during the winter period.' Denys Uliutin
