Ukraine's New Customs Code: What Changes to Expect for Border Procedures
Approval of Ukraine's New Customs Code
According to Мінфін: A revised draft of Ukraine's new Customs Code has been approved by the Steering Committee. This document, which is now undergoing final refinements before being submitted to the Government, was prepared by incorporating feedback from the European Commission and business proposals. Its structure aligns with the EU Customs Code while accounting for Ukraine's specific national requirements.
The Steering Committee meeting on April 16 reviewed the results of work on the document, which began in March 2024. The drafting process involved approximately 200 experts, including representatives from state bodies, international partners, and the business community.
The Significance of the New Customs Code
According to Yurii Drahanchuk, the preparation of the new Customs Code is notable for its open, professional dialogue and the integration of European approaches. He stated:
'The European Union begins at the customs border. Therefore, this is not merely about harmonizing customs legislation with EU rules; it is a crucial step for Ukraine's European integration.' - Yurii Drahanchuk
Drahanchuk also emphasized that the core work on the new customs legislation is complete and the project is in its final stage, though the upcoming review by the Verkhovna Rada (Ukraine's parliament) remains a critical and responsible phase.
The adoption of this new Customs Code represents a major step for Ukraine in its pursuit of integration with European structures. This legislative overhaul is a key requirement for aligning with the EU's single market. Harmonizing customs law with EU standards is expected to improve the business climate, streamline customs procedures, and attract investment. However, the subsequent parliamentary review will be the decisive stage that determines the Code's final form and future implementation.
