Andrii Rubel Takes Over as Kyiv Region Police Chief, Introduced by Ivan Vyhivskyi
Andrii Rubel Appointed to Lead Regional Police
According to Главком: On May 12, National Police of Ukraine Head Ivan Vyhivskyi formally introduced Andrii Rubel as the new chief of the Main Directorate of the National Police in Kyiv Oblast. The leadership change follows the dismissal of former head Anatolii Shchadylo, who had held the position since September 11, 2023.
Rubel brings extensive law enforcement experience to the role. Between 2005 and 2020, he served with police units in Kyiv and the surrounding region, as well as in the Main Department for Combating Organized Crime under Ukraine’s Ministry of Internal Affairs, and in the National Police’s Criminal Investigation, Internal Security, and Strategic Investigations departments. He also previously led the police force in Zakarpattia Oblast. From 2020 to 2021, Rubel served as head of the National Police Main Directorate in Kharkiv Oblast, but announced his resignation from that post in August 2021. Later, on October 12, 2022, Ihor Klymenko introduced him as the new director of the Department of Strategic Investigations, a position he held until his current appointment in Kyiv Oblast.
The Critical Role of Police in the Region
During the presentation, Ivan Vyhivskyi underscored the significance of police work in Kyiv Oblast:
“Kyiv region is one of the most responsible areas in the country, facing daily security challenges due to wartime conditions. Our primary mission is ensuring public safety, responding swiftly to crimes and incidents, documenting war crimes committed by the russian federation, countering sabotage, and providing maximum support to citizens. The police must operate professionally, transparently, and effectively.” - Ivan Vyhivskyi
Andrii Rubel also shared his perspective on this new chapter in his career: 'Today marks the beginning of a new phase for me-serving as head of the National Police Main Directorate in Kyiv Oblast.' He emphasized that 'Kyiv region is large, complex, and strategically vital. I fully understand the level of responsibility this job entails. Yes, many tasks lie ahead, but the core priority must remain unchanged: people must feel safe and trust the police. We continue our work.'
With this appointment, Andrii Rubel begins his tenure in a region that demands heightened attention and a professional approach to maintaining law and order and public safety.
The selection of Andrii Rubel as Kyiv Oblast police chief reflects the state’s broader efforts to bolster security in a region that holds special strategic importance due to its proximity to the capital. Ukraine’s current circumstances, particularly in the Kyiv area, require coordinated law enforcement actions to combat crime and uphold public order amid modern challenges. This appointment may serve as a key step in strengthening citizens’ trust in law enforcement agencies.
As Rubel steps into his new role, it's essential to consider the recent changes within the National Police, particularly the dismissal of the previous head of the Strategic Investigations Department.
