According to Главком: The second round of trilateral peace talks between the United States, Ukraine, and Russia was held in Abu Dhabi on February 4-5. The head of the Ukrainian delegation, National Security and Defense Council Secretary Rustem Umerov, described the two-day discussions as constructive. A significant outcome was a prisoner exchange between Ukraine and Russia, with 157 prisoners of war returned by each side. This marks the first such exchange in the last five months, offering a rare moment of humanitarian progress in the ongoing conflict.
The freed Ukrainians include military personnel from the Armed Forces, the National Guard, and the State Border Guard Service, as well as civilians. Among them, 139 had been held captive since 2022. This group includes 19 illegally convicted defenders, 15 of whom had received life sentences. Notably, four soldiers from the 12th Special Forces Brigade 'Azov' and five from the 15th Brigade 'Kara-Dag' returned to Ukraine after 45 months in captivity.
Government Reshuffle and International Cooperation
Amid a series of personnel changes, the Ukrainian Cabinet of Ministers approved new deputy ministers of defense. Oleksiy Vyskub, who had served as First Deputy Minister of Digital Transformation since 2019, was appointed First Deputy Minister of Defense. Lieutenant General Ivan Havryliuk was named a Deputy Minister of Defense, and Serhiy Boiev became a Deputy Minister for European Integration. Other deputies, including Lieutenant General Yevhen Moysiuk, Lieutenant Colonel Yurii Myronenko, and Oksana Ferchuk, retained their positions.
Also on Monday, Polish Prime Minister Donald Tusk arrived in Kyiv, where he was met by Ukrainian Foreign Minister Andrii Sybiha. Ukrainian President Volodymyr Zelenskyy held a meeting with Tusk to discuss bilateral cooperation. This visit underscores the continued political and military support from a key regional ally.
In other significant news, Ukraine's state railway company, Ukrzaliznytsia, announced changes to its pricing and ticket refund policies for domestic routes. The adjustments apply to luxury SV-class and first-class carriages on Intercity+ trains, while fares for platskart, kupe, and second-class carriages will remain unchanged. The new refund schedule is as follows:
- 15-20 days before departure - 100% refund
- 10-14 days before departure - 90% refund
- 5-9 days before departure - 75% refund
- 1-4 days before departure - 50% refund
- Less than 24 hours before departure - 30% refund
The government also approved the Pension Fund budget for 2026 and appointed Chmut as a member of the supervisory board of the Defense Procurement Agency. President Zelenskyy emphasized that efforts to free all Ukrainians from Russian captivity are ongoing.
The prisoner exchange and the results of the peace talks indicate a gradual resumption of dialogue between the conflicting parties, which could positively impact the humanitarian situation.
