Corruption Scheme Uncovered in Kyiv Region

According to Главком: In the Kyiv region, officers from the State Bureau of Investigations, working with the Strategic Investigations Department of the National Police of Ukraine, have exposed a Territorial Recruitment Center officer. The official was caught accepting a $4,000 bribe from a draft-eligible individual, promising to help him avoid mobilization. The individual in question was reportedly listed as wanted and was planning to change jobs, a situation which may have led him to seek out the corrupt official.

The officer, who attempted to obtain an illegal benefit, has been detained and formally notified of suspicion under Part 3 of Article 368 of the Criminal Code of Ukraine, which covers illicit gain by a public official. This article carries a potential penalty of up to 10 years in prison with confiscation of property. A court has ordered the suspect to be held in custody as a preventive measure, while investigators work to identify other individuals who may be involved in the offense.

Patterns of Illegal Mobilization Schemes

This case is not an isolated incident. Previously, SBI and National Police investigators uncovered a scheme for illegal mobilization into rear units without actual service, which involved a member of a territorial community's volunteer formation. Furthermore, with the assistance of the SBU's Main Directorate for Combating Corruption, SBI officers detained the head of the State Labor Service department in Khmelnytskyi region and a private entrepreneur. They are suspected of organizing a scheme for the illegal issuance of occupational safety permits.

The services the officer offered to the draft-eligible individual included:

  • Assisting with the registration of a place of residence;
  • Helping to process documents through a mobile application;
  • Arranging passage through the military medical commission without subsequent conscription;
  • Removing the 'wanted' status from the relevant system.

These facts point to serious violations within Ukraine's military registration and mobilization systems. The exposure of such schemes highlights systemic issues that require urgent attention from law enforcement agencies.
