Growth and Activity in Ukraine’s Lobbying Sector

According to НАЗК: In its inaugural year, Ukraine’s lobbying system has demonstrated significant momentum, involving more than 200 registered lobbying entities. Throughout this period, officials recorded upwards of 1,500 interactions between lobbyists and public servants, influencing over 500 legislative acts. Viktor Pavlushchik, head of the National Agency on Corruption Prevention (NACP), emphasized in an interview with RBC Ukraine the critical role that newly established regulations and the Transparency Register play in this process.

“Lobbying is influence that carries a name, an address, and a signature.” - Viktor Pavlushchik

This statement highlights the necessity of distinguishing lawful lobbying efforts from illicit pressure tactics. The ongoing evolution of Ukraine’s lobbying practices remains a key topic requiring continuous oversight and refinement.

Impact and the Need for Transparency

The first year’s outcomes reveal a rising engagement in lobbying activities, which could significantly affect decision-making within government institutions. Enhancing transparency and establishing clear rules for lobbying are increasingly recognized as vital steps in combating corruption and strengthening governmental accountability in Ukraine.

By setting defined standards for lobbying conduct, Ukraine aims to foster a more responsible approach to advocacy, ultimately improving cooperation between the public sector and the business community. This development aligns with broader efforts to promote ethical governance and trust in public institutions.
