Entrepreneur Suspected of Supplying Defective Hand Warmers

According to Главком: Law enforcement officials in the capital have formally notified an entrepreneur of suspicion for supplying substandard hand warmers to the State Border Guard Service of Ukraine, causing nearly 5.6 million hryvnias in damages. The events underpinning this criminal case date back to 2024, when a military unit of the Border Guard Service announced a tender for the procurement of individual heating equipment. This case highlights ongoing challenges in ensuring quality supplies for Ukraine's armed forces during wartime.

The tender was won by a limited liability company, which signed a contract to supply 107,000 hand warmers for a total exceeding 7 million hryvnias. However, an investigation revealed the warmers were manufactured using flawed technology and substandard materials, resulting in products that failed to meet declared specifications for:

  • Heat output
  • Duration of effectiveness
  • Technical certification from Ukraine's Ministry of Defence

The suspect was aware of the product's deficiencies when they were delivered to the border guards.

Investigation and Consequences

The financial damage inflicted on the State Border Guard Service of Ukraine amounts to nearly 5.6 million hryvnias. In connection with the case, authorities conducted eight searches at residences, offices, and production facilities. During these operations, law enforcement seized:

  • Documentation
  • Company seals
  • Stamps
  • Electronic signatures
  • Product samples
  • $7,700 in U.S. currency

The suspicion was announced under Part 5 of Article 190 of the Criminal Code of Ukraine, which carries a potential penalty of up to twelve years' imprisonment with confiscation of property. This incident is not isolated in the context of state resource misappropriation. Separately, Ukraine's State Bureau of Investigation and Security Service exposed a military unit commander in the Kyiv region who orchestrated the theft of food intended for soldiers. The commander appointed a trusted person as canteen head to organize the theft of provisions, while the daughter of this trusted person was appointed head of the food warehouse. A portion of the food products was never used to prepare meals for service members.

This case underscores serious issues with corruption and substandard supplies within state structures, which can negatively impact the provisioning of military units during the ongoing conflict.

It is crucial for law enforcement agencies to continue systematic investigations into such cases and ensure accountability for violations that harm national security and the country's defense capabilities.
