Benefits for utility services: what area of housing state support applies to

State benefits for housing and utility services are calculated only on the established social norm of the area of living space. It is important to note that benefits do not apply to the entire area of living space, but have clearly defined limits.

The social norm for management services of a multi-apartment building is 21 square meters for each family member plus 10.5 square meters for the household. For example, a family of three will receive a benefit for 73.5 square meters. As for the services for supplying thermal energy, electricity, and gas, the norm consists of 21 square meters of heated area per person plus 10.5 square meters for the family.

Special categories of the population

For certain categories of the population, such as families of war veterans and victims of Nazi persecution, different norms apply. Thus, these families are provided with a norm of 42 square meters per person eligible for a discount plus 21 square meters for the household.

In addition, Government Resolution No. 632 defines a list of incomes taken into account when calculating housing subsidies. The total income consists of:

  • wages
  • pension payments
  • scholarships
  • social assistance
  • unemployment benefits
  • other insurance payments

It should be noted that the Pension Fund also considers money transfers from abroad and dividends from securities when determining subsidies.

Thus, it is important to consider all these aspects when calculating benefits for utility services, as they significantly affect the financial status of households.

These state benefits are an important tool for social support for the population, especially for vulnerable groups who may face financial difficulties due to high utility payments.
