According to Главком: Poland's Internal Security Agency (ABW) has released a report documenting an unprecedented level of intelligence and sabotage operations by Russia and Belarus during 2024–2025. According to the document, the Kremlin is deploying tactics previously tested in Ukraine before 2022, aiming to erode public trust in state institutions and fracture societal unity through polarization. Belarus is acting as a tool for Russia, with the Lukashenko regime focusing its efforts on suppressing Belarusian democratic forces operating within Poland.

The report reveals that Russia and Belarus are establishing sophisticated network cells embedded within criminal circles. Civilian gathering sites have been targeted in these sabotage campaigns. In response, Warsaw has already closed three Russian consulates and significantly expanded its regional counterintelligence network.
