How pension rights are determined for Ukrainians with employment in Poland

According to Пенсії (RSS): The rules explained here concern Ukrainians who have worked in the Republic of Poland and now seek a pension in Ukraine. A bilateral agreement on social security, signed on May 18, 2012, along with an administrative arrangement effective since January 1, 2014, governs this process. Under Article 12, paragraph 1 of the agreement, when establishing eligibility for a pension, each country must take into account insurance periods completed in the other country.

In practice, the Polish component is applied only if the person's Ukrainian insurance record is insufficient to qualify on its own. In that situation, the missing periods are certified through form PL-UA 6 issued by ZUS, Poland's social insurance institution. Even then, the final amount of the pension paid by Ukraine is calculated solely from the insurance periods accumulated under Ukrainian law.

To have Polish periods counted, a person must follow a specific procedure. This involves submitting evidence of employment in Poland, preparing a liaison form, sending it to ZUS, receiving the completed PL-UA 6 document, and finally incorporating those periods into the pension claim. The documents should be presented to the local office of the Pension Fund of Ukraine.

Given the large number of Ukrainians working abroad, especially in Poland, understanding these provisions is particularly relevant. It directly affects the financial security they can expect in retirement. Knowing how to verify and claim foreign insurance periods can make a significant difference in their future pension entitlements.

Understanding the process of claiming a pension is crucial for Ukrainians who have worked abroad. For those who wish to know what steps are necessary to receive a pension from Ukraine while in Poland, it's important to be aware of the specific requirements and documentation needed to navigate this complex situation effectively.
