The Surge of Software-Based Cash Registers in Ukraine

According to Главком: Ukraine's market for sales transaction equipment is undergoing a significant shift, with software-based cash registers (SCRs) and electronic receipts becoming increasingly dominant while traditional cash registers decline. Over the past year, the total number of registered cash transaction devices in the country has reached approximately 1.05 million, marking an 11% increase. Specifically, the number of software-based registers has surged by 19%, while traditional cash register units have decreased by 14%. This transition is part of a broader digitalization push within the economy. First introduced in 2020, the adoption of SCRs accelerated dramatically, growing 1.8 times in the first year of the full-scale war and now constituting 80% of all registered devices.

Classic cash registers now number just over 214,000. Businesses are now processing around 870 million receipts monthly, a 10% year-on-year increase and one-and-a-half times the volume recorded in 2021. The annual growth rate for receipt volume in 2023–2024 was approximately 30%. In 2025, the total transaction value processed through these systems reached 5.67 trillion UAH, a 28% rise from the previous year. The average receipt value in 2025 was 544 UAH, more than double the figure from before the full-scale invasion.

Business Inspections and Fines

The Tax Service conducted 37,211 inspections last year to verify business compliance with cash register and SCR regulations, a 5% increase from the prior year. Although the number of fines imposed on entrepreneurs decreased by 5%, authorities still recorded 41,283 violations, with total penalties amounting to 2.3 billion UAH. The average fine for SCR-related violations currently stands at 56,000 UAH, down from 85,000 UAH in 2024.

Additionally, sole proprietors (FOPs) in groups 2 and 3 operating in socially vital sectors may be eligible for a one-time state payment ranging from 7,500 to 15,000 UAH. These developments highlight the ongoing evolution of Ukraine's cash register and receipt market as it adapts to new economic realities and regulatory demands.

The rise in software-based cash registers and electronic receipts in Ukraine reflects broader trends of business digitalization and adaptation to contemporary economic conditions.
