Official Accused of Extorting Money from Bereaved Mother
According to Главком: A defense prosecutor's office in Ukraine's Vinnytsia region has reported that an official from the Tulchyn District Recruitment and Social Support Center is under suspicion for extortion. The official allegedly approached the mother of a deceased soldier, offering to expedite a one-time survivor's benefit payment in exchange for money, promising to influence other staff members to approve it. This case highlights ongoing concerns about corruption within some Ukrainian institutions responsible for supporting military personnel and their families.
In December 2023, after the payment was approved, the suspect demanded $5,000. The victim subsequently transferred 190,000 hryvnias to a specified bank account. The funds were then withdrawn in cash from various ATMs. The official's actions have been classified under two articles of Ukraine's Criminal Code: abuse of influence and legalization of criminally obtained income.
Suspension and Broader Issues with Military Facilities
Following the allegations, the suspect was suspended from her duties and a pre-trial restraint measure was imposed. Separately, Ukrainian Parliament Commissioner for Human Rights Dmytro Lubinets reported deplorable conditions for conscripts at a recruitment center in the Bila Tserkva district, citing unsanitary environments and a lack of basic hygiene facilities. He has demanded that the Army command and regional authorities ensure proper conditions are provided. These reports point to systemic problems that extend beyond isolated acts of corruption.
This incident underscores serious flaws within the system of social support for military personnel and their families in Ukraine.
Extorting money from a grieving mother is not only ethically reprehensible but also risks eroding public trust in the state institutions meant to provide crucial assistance.
