Which professionals will receive a 70% salary increase starting January 1, 2027
Employees of state and municipal cultural institutions will receive significant salary increases. The government has made a decision whereby, starting January 1, 2027, salaries for most employees in the sector will increase by 70%, while for certain categories, the increase will be 40%. This was reported by the Minister of Culture, Tetiana Berezhna.
Salary increases for cultural workers starting January 1, 2027: who it concerns
According to Tetiana Berezhna, new salary scales will be introduced for employees of cultural institutions of state and municipal ownership, as well as for staff of the Ukrainian Cultural Foundation and the Ukrainian Book Institute.
The increase will cover more than 118 thousand employees across the country. For most of them, salary scales will rise by 70%, while for certain categories that already have special increasing coefficients, the increase will be 40%.
«The government has made an important decision: starting January 1, 2027, the salary scales for employees of state and municipal cultural institutions, as well as the Ukrainian Cultural Foundation and the Ukrainian Book Institute, will increase by 70%», - noted the Minister.
Salaries in the cultural sector: why the government decided to raise salaries
The Ministry of Culture explained that salary grades for employees in the sector had not been reviewed since 2009. Because of this, employees from the first to the fourteenth salary grades were effectively earning salaries at the minimum level, regardless of their qualifications or experience.
According to the State Statistics Service, in 2025, the average salary in libraries, museums, archives, and other cultural institutions was 22,721 hryvnias. In comparison, the average monthly salary in the Ukrainian economy was 39,758 hryvnias. Such a gap, according to the minister, was leading to a brain drain from the sector.
The next stage of reform in the Ministry of Culture is referred to as the introduction of a modern payroll system, where the level of compensation will depend more on professionalism, responsibility, and the results of the employee's work.
It is worth noting that Kyiv customs officers transferred rarities from the modern era to the reserves.
