According to Прокуратура Київ: Juvenile prosecutors from the Podil District Prosecutor's Office in Kyiv have filed two lawsuits demanding payment of a one-time cash benefit for graduates of educational institutions who are orphans or deprived of parental care. The cases involve 44 students who completed their studies between 2020 and 2025. These young people never received the state-guaranteed lump-sum payment, which amounts to no less than six times the subsistence minimum for their age group.

The unpaid sum totals over 740,000 Ukrainian hryvnias. The prosecution is asking the court to declare the inaction of the Education Department of the Podil District State Administration in Kyiv illegal and to compel the agency to calculate and disburse the funds to the graduates. This legal move highlights ongoing challenges in enforcing social welfare protections for vulnerable youth.

The Kyiv District Administrative Court has opened proceedings in both cases, as confirmed by the press service of the Kyiv City Prosecutor's Office. The court's eventual ruling could set a precedent for how such benefits are handled in the future.
