Russian Military Expands to 2.4 Million Personnel Under Putin's Fourth Order Since 2022
Russian Military Personnel Changes
According to Главком: By presidential decree, Vladimir Putin has set the authorized strength of the Russian armed forces at 2.4 million personnel, including 1.5 million military servicemembers. This marks the fourth adjustment to the military's size since February 2022. Compared to the previous figure from December 2024, the total force has grown by 100,000 individuals.
Earlier data shows the military stood at 2.04 million personnel in January 2023, with 1.15 million servicemembers. By December 2023, this number had increased to 2.21 million, of which 1.33 million were military personnel. Prior to the full-scale invasion of Ukraine, Russia's military totaled 1.9 million, with 1.01 million servicemembers.
Future Plans
Since February 2022, the Russian army has grown by 500,000 personnel under Putin's decrees. Commander-in-Chief Oleksandr Syrskyi has stated that Russia plans to recruit 400,000 contract soldiers by the end of the year. Available information indicates Russia intends to increase its contingent in Ukraine to 800,000 personnel.
This expansion of the Russian military underscores Moscow's commitment to sustaining its military efforts amid the ongoing conflict in Ukraine. The decision to recruit additional contract soldiers and boost overall troop numbers signals Russia's intent to solidify its positions and project greater military force in the region. This sustained buildup poses a significant challenge to regional security and stability, particularly for Ukraine and its neighbors, as the war continues with no clear end in sight.
