Ukraine's Planned Taxi Market Reform
According to ХВИЛЯ: The Ministry for Communities and Territories Development of Ukraine is preparing a major reform of the taxi market. This initiative involves adding a new article, 133.3, to the Code of Administrative Offenses. The new article will regulate the activities of taxi drivers and ride-hailing platforms, introducing specific penalties for violations. According to the plan, the law will come into force six months after its adoption by the Verkhovna Rada, Ukraine's parliament.
Proposed Penalties for Violations
The proposed legislation sets out fines ranging from 8,500 to 17,000 hryvnias. The maximum fine of 17,000 hryvnias targets drivers who transport passengers without being registered as entrepreneurs or without having an employment contract. Drivers who pick up passengers outside of a registered app, for instance at a train station, will face a fine of 8,500 hryvnias. This reform is part of a broader effort to formalize the service sector and improve consumer safety standards.

Enforcement of the new norms will be the responsibility of Ukrtransbezpeka and the National Police. If passed, this overhaul could significantly reshape the Ukrainian taxi market, assigning more defined rights and responsibilities to both drivers and aggregator companies.
