Ukraine Faces Heightened Spring Flood Risk Due to Record Snowpack

According to ХВИЛЯ: Ukraine is entering spring with a record snowpack, significantly increasing the threat of widespread flooding. Yuriy Nabivanets, Deputy Director for Scientific Work at the Ukrainian Hydrometeorological Institute, explained that several compounding factors are making the situation particularly dangerous this year. These include:

• Damage to Ukrainian hydroelectric power plants from Russian shelling;
• The loss of the Kakhovka Reservoir's regulatory function;
• A complete halt in the exchange of hydrological data with Russia and Belarus.

The most flood-prone regions are the western and eastern slopes of the Carpathian Mountains, along with the basins of the Tysa and Dniester rivers. While the dams themselves are not destroyed, the loss of generating capacity at major hydroelectric stations has complicated reservoir management. The severity of the flooding will depend heavily on spring temperatures. A gradual snowmelt, with nighttime freezes, would lead to a moderate rise in water levels. However, a rapid warm-up with daytime highs of +15°C could trigger a sudden and dangerous surge. This comes as Ukraine's infrastructure and emergency services are already under immense strain due to the ongoing war.

Preparing for the Spring Flood Season

Units of the State Emergency Service of Ukraine (SES) are already preparing for the spring flood period. Yuriy Nabivanets noted that while a complete hydrological picture is unavailable, other information sources like satellites and international weather forecasts are being utilized. He stressed the need for a balanced approach:
