The Green Card Market Has Fallen

According to ХВИЛЯ: From January to November 2025, the international insurance market in Ukraine recorded a decline in indicators, particularly a decrease in the number of concluded 'Green Card' contracts and insurance premiums. The number of 'Green Card' contracts reached over 1.3 million certificates, which is 4.3% less than in the same period last year.

The total amount of insurance premiums for the reporting period amounted to UAH 5 billion, a decrease of 3.9% compared to 2024. In addition, the number of accidents abroad caused by Ukrainian drivers decreased to 13,290 cases, representing a decline of 8.5%. During this period, Ukrainian insurance companies paid out over 46 million euros to victims.

Reasons for the Decline in Demand

Among the reasons for the decline in demand for the 'Green Card' are:

• prolonged stay abroad;
• local vehicle registration.

At the same time, insurance standards in Europe provide for high limits, which amount to millions of euros for one insurance case. This also affects market dynamics and the choices of Ukrainian drivers regarding insurance.

The decrease in the number of contracts concluded and insurance premiums in the 'Green Card' market in Ukraine may indicate a change in driver behavior, particularly their attitude towards international insurance.

The prolonged stay of Ukrainians abroad and local registration of vehicles have influenced the decrease in demand for this type of insurance. At the same time, the reduction in the number of accidents indicates a decrease in risks, which may also affect the market as a whole.
