Russia's Telecom Watchdog Details Telegram Grievances, Signaling Potential Ban

Russia prepares to block Telegram: regulator explains
Регулятор зв'язку Росії надав інформацію про проблеми з Telegram, що може призвести до заборони сервісу.

Russian Regulator's Complaints Against Telegram

According to Главком: For the first time, Russia's communications watchdog, Roskomnadzor, has provided a detailed explanation of its grievances against the Telegram messenger app, a move that signals preparations for a potential block. The regulator accuses Telegram of systematically supporting the infrastructure for bots and channels that illegally distribute the personal data of Russian citizens in the form of detailed dossiers.

The term 'probing' refers to bots and services that allow users to obtain the personal data of others. Roskomnadzor notes that Telegram, upon the agency's request, removes approximately 100 such bots each week. This indicates the messenger's active efforts to combat the unlawful distribution of personal information.

Military Communications and Telegram's Significance

Despite these complaints, Russia has decided not to restrict Telegram's operation for military personnel in the so-called 'special military operation' zone. As Digital Development Minister Maksut Shadayev stated,

"not to restrict the work of Telegram for now"

- a decision aimed at ensuring military communication during the execution of their tasks.

This situation highlights the ongoing tension between the Russian government and popular internet services like Telegram, which remain vital for user communication despite regulatory pressure. Telegram, founded by Russian-born entrepreneur Pavel Durov, has long been a focal point in Russia's struggle to control online information flows. The decision to exempt military use underscores the platform's strategic importance for critical communications, a factor that may influence future regulatory decisions regarding information control. The case of Telegram is unfolding under intense state scrutiny, posing a significant challenge to information freedom within the country.
