According to Главком: Andriy Kovalenko, head of Ukraine's Center for Countering Disinformation, has outlined three possible future scenarios for the conflict with Russia. According to him, the first scenario involves the war continuing for at least another four years, until 2028. A second possibility is a drift toward a ceasefire and a frozen conflict. The third and most expansive scenario foresees Russia continuing its war against Ukraine while simultaneously escalating a hybrid war against NATO, also around the 2028 timeframe.
These assessments come as the Russian State Duma has approved a bill in its first reading that grants the Russian president the power to deploy troops abroad to protect citizens from legal prosecution. Kovalenko noted that Russian propagandists are already crafting a narrative in which President Putin was allegedly misinformed about the situation on the front lines, and that the war has stalled due to actions of generals who provided unreliable information.

Kovalenko also pointed to the possibility of Russia taking aggressive actions against the Baltic states. He suggested that against this backdrop, Russia is pushing through the aforementioned bill to legitimize the use of its army in other countries.
