The State of Ukraine's Energy Infrastructure

According to Главком: Russian forces have been targeting the energy infrastructure of the Sumy region throughout the day, causing significant power outages. Residents in parts of Sumy and Okhtyrka districts have been left without electricity as a result. Repair crews are working to restore the damaged facilities, but the situation remains challenging. These attacks are part of a wider campaign against Ukraine's civilian energy grid, which has been ongoing since the full-scale invasion began.

Authorities have announced scheduled power cuts for March 10, 2026. From 08:00 until the end of the day, hourly outage schedules and power restrictions for industrial consumers will be in effect in several regions. The total estimated need for the recovery and modernization of Ukraine's energy sector over the next decade is now $90.6 billion, a figure 34% higher than previous damage assessments.

Furthermore, Ukraine has increased its electricity imports following the start of maintenance at its nuclear power plants. Imports from Moldova and EU countries currently amount to 35,000 MWh. Separately, the State Energy Supervision Office in Vinnytsia Oblast conducted an unscheduled inspection of Vinnytsiaoblenergo, uncovering violations in the distribution of electricity.

“Resilience centers in all communities must be on standby. In the event of a prolonged power outage, people must be able to use them,” stated Oleh Hryhorov.

Challenges Facing the Energy Sector

The condition of Ukraine's energy infrastructure remains critical, especially under the strain of ongoing warfare. The planned outages and the sector's urgent need for modernization highlight the growing challenges the country faces. While electricity imports from neighboring states can partially offset the deficit, the persistent damage to infrastructure demands systemic solutions and substantial investment for recovery. Preparing for potential long-term blackouts is a crucial step for ensuring public safety amid the instability.
