A key measure mandates the linking of all SIM cards to the unique IMEI identifier of the user's mobile device. Officials state these changes aim to enhance communication security and monitor phone number usage. Under the new rules, users must re-register their contract with their mobile operator to switch devices. If a SIM card is detected in a device with an unregistered IMEI, the operator is required to terminate service.

Special Status for Minors' Phone Numbers

The amendments also create a special status for phone numbers used by minors. Parents are now obligated to inform the operator when providing a SIM card to a child. Website owners and online service providers will be integrated into a new monitoring system, which also applies to children, with the stated goal of ensuring their online safety. Separately, starting March 1, 2026, Russia will ban the distribution of films deemed to discredit traditional values. Movies falling into this category will not receive distribution certificates. Fines are stipulated for violating this law and disseminating prohibited films.
