According to hvylya.net:
The CIA and the US State Department had differing opinions on the readiness of Russian dictator Vladimir Putin for negotiations. According to The Wall Street Journal, the internal intelligence service of the State Department expressed doubts about Putin's willingness to negotiate an end to the conflict in Ukraine, while the CIA had a more positive assessment.
American officials asked intelligence analysts for data regarding the situation in Ukraine to determine Putin's goals and assess his readiness for negotiations. According to sources, CIA analysts believed that Trump could find opportunities for negotiations with the Russian leader. However, INR analysts at the State Department argued that Putin would not be willing to abandon his demands.
These assessments were made prior to the meeting between Putin and Trump in Alaska. The leadership of INR criticized analysts, leading to resignations and dismissals of some of them.
Reports from the CIA and the State Department showed that internal analysts of US intelligence have differing assessments of the Russian president's readiness for negotiations regarding the situation in Ukraine. This could affect approaches to diplomatic negotiations and international relations as a whole.
