According to Главком: As of March 2026, Ukraine's National Security and Defense Council (NSDC) has imposed sanctions on 1,191 of its own citizens. The overall sanctions list comprises over 12,000 individuals from 77 countries, with Russian citizens forming the largest single group at 9,242 people. The average age of those under sanctions is 54 years old.

Profile of Sanctioned Individuals

Among the individuals subject to sanctions:

  • 576 hold dual citizenship, and nine possess triple citizenship.
  • The most common combination of citizenships is Russia and Ukraine.
  • Citizenship information is unavailable for 179 individuals.
  • 217 are registered as private entrepreneurs.

In 2025, sanctions were applied to 25 individuals who at the time held active status as private entrepreneurs, including figures such as Kostyantyn Zhevago, Timur Mindich, and Oleksandr Zuckerman.

The sanctions applied to the majority of individuals are set for a 10-year term, accounting for 61% of the total. Sanctions last for five years for 18% of persons, while restrictions are indefinite for 1,914 individuals. For some subjects, sanction periods can extend up to 30 or even 50 years. The largest number of sanctioned entrepreneurs are registered in Crimea, as well as in the Donetsk and Luhansk regions.
