Lawsuit to the High Anti-Corruption Court

According to Главком: The Specialized Anti-Corruption Prosecutor's Office has filed a lawsuit with the High Anti-Corruption Court aimed at confiscating the assets of Oleg Pankov, head of the State Migration Service in the Khmelnytsky region. The reason for the lawsuit is the impossibility of acquiring assets by the official through legal income. Oleg Pankov has held the position of head of the department since October 2012.

According to information, a family member of Oleg Pankov purchased a shopping center in the Khmelnytsky region between 2021 and 2023. The total area of the shopping center is 913.8 square meters, and in 2024, an apartment of 52.7 square meters was completed in the building. The cost of acquiring the shopping center is estimated at approximately 13.7 million hryvnias.

Undeclared assets and investigation

Investigations revealed the impossibility of acquiring assets from legal income amounting to over 7.3 million hryvnias. In addition, the value of the assets that the declarant did not indicate amounts to 27.8 million hryvnias. Among the real and movable property that was not declared, the following were also found:

  • corporate rights of Pankov's wife;
  • loan amounting to 224.6 thousand hryvnias.

Furthermore, in November 2023, the Pankov family vacationed in a luxury hotel in the Lviv region. The Main Investigation Department of the State Bureau of Investigations has opened a criminal proceeding based on the verification of the National Agency for Prevention of Corruption (NAPC). The investigation has received permission to access Oleg Pankov's phone calls and SMS messages from January 2022 to May 23, 2025.

Oleg Pankov's wife has also purchased two Audi cars, including an Audi Q5 and an Audi Q8 of 2023 production, with the purchase of the Audi Q8 costing 2.64 million hryvnias. These facts raise serious questions about the legality of acquiring assets and the financial transparency of the official's activities.

The lawsuit by the Anti-Corruption Prosecutor's Office against Oleg Pankov is part of a broader campaign to combat corruption in Ukraine.

Given the numerous scandals involving corruption among public officials, this case draws attention to the issues of financial transparency and the ethical conduct of officials. The investigation may become an important step in establishing standards of accountability for public officials and strengthening public trust in state institutions.
