According to Главком: Ukraine's Security Service (SBU) has uncovered a new scheme used by Russian intelligence to register Starlink terminals through Ukrainian Administrative Service Centers (TsNAPs). This operation aims to restore communication channels for Russian occupation forces, whose Starlink equipment is now being systematically blocked. The invaders are resorting to bribery and deception, which constitutes an act of state treason under Ukraine's martial law. This highlights the ongoing technological battlefield where control of satellite communications is a critical military asset.

How the Invaders' Deception Works

Specifically, online advertisements offer cash rewards for registering a terminal using Ukrainian documents via a TsNAP. The occupiers also use manipulation, posing as Ukrainian soldiers. They create fake requests claiming to have 'personally purchased Starlink for their unit but cannot register it.' In such cases, they ask civilians to 'help the army' by providing their personal data.

In response to these actions, Ukraine's Ministry of Defense, in coordination with engineers from SpaceX, has taken steps to deactivate illegal Starlink terminals registered through TsNAPs. The government has also passed a resolution to implement a 'white list' for Starlink satellite terminals. Defense Forces already have access to a separate, secure communication channel via the Delta system, allowing the military to obtain terminals without going through TsNAPs.

It is important to note that activities aimed at registering Starlink terminals through bribery and manipulation, under Ukrainian law, can lead to severe consequences, including life imprisonment with confiscation of property. The SBU continues to work on exposing and stopping such schemes to secure informational channels during the war.
